Evaluation of the Integrated Sub-district Development Program (ISDP) in Banyumas District, Central Java, Indonesia.
Thesis Abstract:
The study was undertaken to evaluate the Integrated Sub-district Development Program (IDP) using stem model of evaluation research. The input variables studied were socio-demographic characteristics of village people and ISDP services. The transformation process variables were agency involvement and coordination, and village people participation. On the other hand, the output variables were ISDP outputs expressed in terms of economic, social and educational development.
The correlational study design was adopted using the survey method of data gathering through the use of an interview schedule. Descriptive data were analyzed using measure of central tendency, Pearson’s product-moment coefficient correlation (r2), and multiple regression.
Data gathering was done in five villages of Baturaden sub-district and five villages of Kembaran sub-district, in Banyumas District, Central Java, Indonesia.
In 10 sample villages, the average years of schooling was 9.8 and household size was large. Sixty percent of the villages were members of one organization while the rest (40%) belonged to two-ISDP related organizations. The results of the tests of relationships of the aggregated socio-demographic characteristics of village people showed no significance to the ISDP performance.
The kinds and numbers of projects of ISDP were six and 112, respectively. The condition of roads and bridges was generally perceived as moderately good and adequate. The health service was in good condition and was very adequate. Public schools and public libraries were all in good condition and moderately good condition, respectively. The adequacy rating of public schools and public libraries was very adequate and moderately adequate, respectively. The correlation analysis done revealed that roads/bridges component was not significantly associated with performance; health service was significantly associated with performance in economic development; water system service was significantly related with performance in economic, social and educational development; and education service was significantly related with performance in economic development.
The study further revealed the relationship of the transformation process variables and the ISDP performance. Village people participation was significantly related to the economic, educational, and overall performance of the ISDP. On the other hand, agency involvement and coordination were not significantly related to level of performance in any of the areas of development covered.
Multiple regression analysis revealed that the socio-demographic characteristics and transformation process had no significant influence on the ISDP level of performance, but the aggregate of ISDP services contributed positively and significantly to educational development.
