The Impact of Transmigration on Indigenous People: The Case of LIK-Trans. Roviga, Central Sulawesi, Indonesia
Thesis Abstract:
The general objective of the study was to determine the impact of the LIK-Trans. Roviga project among the indigenous people in upland areas of Kelurahan Tondo. Specifically, it aimed to (1) determine the management of the project in the context of strategic management, (2) identify and assess the micro impact of the project on the socioeconomic status of the indigenous people families around the project, and (3) identify the existing policies related to management of transmigration and indigenous people.
The study was conducted using semi-structure interviews, observation and documents filed at the LIK-Trans. Roviga project and the project management, Department of Transmigration, and Department of Trade and Industry.
The results revealed that the project had poor performance due to crisis in management, especially on project leadership, coordination, and control.
There was no significant government management intervention in providing improvement on the socioeconomic status of the indigenous people in the upland areas of Kelurahan Tondo seven years after the LIK-Trans. Roviga project was implemented.
Respondents of the study also included 71 households of indigenous people from major settlements in the upland areas of Kelurahan Tondo, Palu, Central Sulawesi Province. Data were gathered using an interview schedule.
The results revealed that the respondents were generally in the productive age (39.66 years old), had attended elementary school, had four members in the family, and were generally engaged in more than one occupation. Subsistent agricultural activity was the major occupation. Generally, they had high mobility (3.27) without the project but it decreased to 2.80 when the project was implemented. Without the project, they had a monthly income of IDR63,901.17. Income without the project had positive (0.3027) correlation with household education while negative (-0.2930) with the project.
The study concluded that there was no positive impact of the LIK-Trans. Roviga project to the indigenous people in upland areas of Kelurahan Tondo.
