A Study on Organizational Development: The Case of Agriculture Department Office at Banyumas Regency, Central Java, Indonesia
Field Study Abstract:
The field study was conducted to determine the results of organizational development (OD) of Agriculture Department Office (ADO) of Banyumas Regency, Central Java, Indonesia. The study basically focused on the three variables in the organization—people, structure, and technology—and the 7-S framework of the organization. The researcher selected at random 71 people from ADO and 27 farmers. There were three types of respondents: management group (7), administrative staff (37), and functional occupation group (27). Interviews and survey by questionnaire were done to gather the necessary information for the study.
The study found that the change of the status of Banyumas Agriculture Department Office as a consequence of decentralization policy, had affected the management function and the organization variables and framework, including the structure, communication system, leadership, manpower development, and decentralization of power.
Organizational development was needed especially in facing the change of the external environment such as the change of government policy, and internal environment such as the need for skills development and lack of opportunities for promotion. The activities of Banyumas Agriculture Department Office in the field of management such as planning and controlling, and organization such as leadership, communication, and skills had improved. Flexible organization structure, bottom-up planning, open system management, more skillful employees, participative type of leadership, better communication system, and better relationships with the external environment were the evidences of the development of organization.
Banyumas had been able to maintain self-sufficiency in food. After the organizational development of ADO, the farmers felt that they got some advantages from the activities of Agriculture Department Office, especially in implementing new technology in farming and business.
