The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), as commissioned by the Philippine Carabao Center (PCC), is implementing the Enterprise Development component of the project titled Building Capacity and Strengthening Partnership through Carabao Development Program.
