VICTORIA, ORIENTAL MINDORO, Philippines - A Memorandum of Understanding (MOU) among the members of the Victoria Kalamansi Farmers Federation (VKFF), the Local Government of Victoria represented by Mayor Joselito Malabanan, and the Mindoro State College of Agriculture and Technology (MinSCAT) represented by Pres.
